Our Doctors

Dr. Stephen C. Dwyer

Stephen C. Dwyer, DDS
Dr. Dwyer is a native Texan, born and raised in Seguin. He attended the University of Texas and the University of Texas Dental Branch in Houston. Dr. Dwyer was elected to the Omicron Kappa Upsilon Honor Society and went on to graduate at the top of his class. He completed his four-year residency in oral and maxillofacial surgery at the University of Texas Health Science Center in Houston and affiliated hospitals. Dr. Dwyer started his practice in 1981 with Northwest Oral and Maxillofacial Surgery.
Dr. Dwyer is a board-certified Diplomate of the American Board of Oral and Maxillofacial Surgeons. He is a fellow of the American Association of Oral and Maxillofacial Surgeons, a member of the Christian Dental Society, the Southwest Society of Oral and Maxillofacial Surgeons, Houston Society of Oral and Maxillofacial Surgeons, American and Texas Dental Associations, and the Houston District Dental Society. Dr. Dwyer and his wife, Judy, have one daughter, Darby. They reside in The Woodlands and are members of Lakeside Bible Church.

Dr. Charles M. Repa

Charles M. Repa, DDS
Dr. Repa was born and raised in Taylor, Texas. Having attended Angelo State and Baylor Universities, Dr. Repa graduated first in his class at the University of Texas Dental School in San Antonio, where he was awarded membership in the Alpha Omega and Omicron Kappa Upsilon honor societies. He completed formal specialty training in oral and maxillofacial surgery via his residency at the University of Texas program in the Houston Texas Medical Center and its affiliated hospitals.
Dr. Repa is board-certified as a Diplomate of the American Board of Oral and Maxillofacial Surgery and is an assistant clinical professor at the University of Texas Department of Oral and Maxillofacial Surgery. He served as an examiner on the American Board of Oral and Maxillofacial Surgery from 2005–2014 and is a fellow in the International Congress of Oral Implantologists. He is a member of the American Dental Association, Texas Dental Association, American Association of Oral and Maxillofacial Surgeons, the Houston Society of Oral and Maxillofacial Surgeons, and the Texas Society of Oral and Maxillofacial Surgeons.
He also holds memberships in the Academy of Osseointegration, International Congress of Oral Implantologists, American College of Oral Implantology, American Society of Osseointegration, International Association of Oral and Maxillofacial Surgeons, Brazos Valley District Dental Society, Southwest Society of Oral and Maxillofacial Surgeons, and the Chalmers Lyons Academy of Oral Surgery. Dr. Repa has been a member of the organizing committee for the E.C. Hinds Symposium on Contemporary Oral and Maxillofacial Surgery from 1994 to the present and has also served as president of the Texas Society of Oral and Maxillofacial Surgeons.
Dr. Repa joined Northwest Oral & Maxillofacial Surgery in 1985 and practices at our Sterling Ridge location. Dr. Repa and his family live in Magnolia.

Dr. Daniel W. Williams, Jr.

Daniel W. Williams, Jr., DDS
Dr. Williams was born in Indiana and raised in Dallas, Texas. He attended The University of North Texas for his pre-dental education and graduated in 1980. He received his Doctor of Dental Surgery degree from Baylor College of Dentistry in 1984 where he was awarded a certificate by the Southwest Society of Oral and Maxillofacial Surgeons for his achievement as a senior dental student. Following graduation, he completed a one year post-graduate fellowship at Baylor College of Dentistry and a one year research associateship with the Department of Anesthesiology at Parkland Memorial Hospital in Dallas. Dr. Williams completed his four year residency in oral and maxillofacial surgery at the University of Texas Medical Branch at Galveston.
Dr. Williams joined Northwest Oral and Maxillofacial Surgery in 1990. He is a member of the American Association of Oral and Maxillofacial Surgeons, Southwest Society of Oral and Maxillofacial Surgeons, Texas Society of Oral and Maxillofacial Surgeons, Houston Society of Oral and Maxillofacial Surgeons, International Congress of Implantology, and American Dental Society of Anesthesiology. Dr. Williams is a board-certified Diplomate of the American Board of Oral and Maxillofacial Surgery. He and his wife, Kelli, reside in The Woodlands.

Dr. David J. Hoffman

David J. Hoffman, DDS, MD
Dr. David Hoffman was raised in Tennessee. He attended the University of Notre Dame where he earned his undergraduate degrees. He completed his dental education at the Baylor College of Dentistry in Dallas, TX where he graduated 5th in his class and was awarded membership into the Omicron Kappa Upsilon and Baylor Odontological Honor Societies. Following graduation, he completed a one-year post-graduate fellowship at Baylor College of Dentistry and Baylor University Medical Center.
Dr. Hoffman then completed his six-year residency in oral and maxillofacial surgery at the University of Kentucky. He earned his medical degree and completed his general surgical internship at the University of Kentucky as well. In March 2018, Dr. Hoffman became a Diplomate of the American Board of Oral and Maxillofacial Surgeons.
Dr. Hoffman practices at our Technology Forest office. He and his wife, Laura, reside in The Woodlands.

Dr. Justin W. Liska

Justin W. Liska, DDS
Dr. Justin Liska joined Northwest Oral & Maxillofacial Surgery in July 2016, previously graduating from Texas A&M University with his undergraduate degree and from The University of Texas Health Science Center in Houston in 2011 with his graduate degree, D.D.S.
Dr. Liska was always certain that he wanted to be an oral and maxillofacial surgeon because of the life-changing results that can be achieved through specialized surgical techniques. His pursuit of becoming an oral and maxillofacial surgeon began at The University of Kentucky where he completed an oral and maxillofacial internship in 2012. Dr. Liska completed his OMFS residency at Allegheny Health Network affiliated hospitals in Pittsburgh, Pennsylvania in 2016.
Through Dr. Liska’s extensive education, he has significant training in TMJ surgery and reconstruction which is an area of special interest for him. In addition, he has completed research in the diagnosis of obstructive sleep apnea in the endentulous patient. As an oral and maxillofacial surgeon, he is fully trained to perform the entire scope of his specialty including wisdom teeth extractions, the placement of dental implants, bone grafting, orthognathic surgery and benign pathology. Dr. Liska is a member of the American Association of Oral and Maxillofacial Surgeons and a diplomate of the International Congress of Oral Implantologists. Additionally, he is BLS, ACLS and PALS certified. In March 2019, Dr. Liska successfully passed the certifying exams for his specialty and is a Diplomate of the American Board of Oral & Maxillofacial Surgery.
Dr. Liska practices at Northwest Oral & Maxillofacial Surgery’s Conroe and Huntsville offices. He and his wife, Emily, reside in The Woodlands with their two young children.

Dr. Ryan H. Parnell

Ryan H. Parnell, DDS, MD
Dr. Ryan Parnell was born, raised and educated in Odessa, Texas, where he attended the University of Texas of the Permian Basin and was a 2010 Magna Cum Laude graduate with a major in Biology and a minor in Chemistry. Dr. Parnell completed his four-year dental education at Baylor College of Dentistry where he became interested in oral and maxillofacial surgery. While at Baylor, he was honored to receive the Southwest Society of Oral and Maxillofacial Surgeons Award during his senior year.
After graduation from Baylor in 2014, Dr. Parnell began his residency in oral and maxillofacial surgery, a six-year MD integrated program, through Ascension Health System in Detroit, Michigan. He attended Wayne State University School of Medicine and received adult and pediatric anesthesia training through Detroit Medical Center and Children’s Hospital of Michigan. Dr. Parnell completed a one-year General Surgery Internship at Ascension St. John Hospital in Detroit and was chosen as Chief resident of the oral and maxillofacial surgery service. In March 2022, Dr. Parnell successfully passed the certifying exams for his specialty and is a Diplomate of the American Board of Oral & Maxillofacial Surgery.
Dr. Parnell’s specific areas of interest within the scope of oral and maxillofacial surgery include dentoalveolar procedures, dental implants, bone-grafting techniques, maxillofacial traumas, orthognathic surgeries and benign oral pathologies.
Dr. Parnell joined Northwest Oral & Maxillofacial Surgery in August 2020.

Dr. Steven Balandran

Steven Balandran, DDS, MD
Dr. Steven Balandran was born and raised in Fort Worth Texas. Growing up around his father’s dental practice, he felt inspired to pursue oral and maxillofacial surgery because of its ability to transform patients’ lives. His educational pursuits have extensively trained him for excellence in wisdom tooth extraction, dental implant surgery, jaw reconstruction and grafting procedures, pediatric oral surgery, temporomandibular joint (TMJ) surgery, maxillofacial pathology and facial trauma. Dr. Balandran is dedicated to his patients and treats every person like his family. He seeks to provide a comfortable patient care experience for each patient.
Dr. Balandran earned a Bachelors degree in Biology from the University of Texas at Dallas. From there he went on to obtain a Doctorate of Dental Surgery from the University of Texas School of Dentistry at Houston. After dental school, Dr. Balandran obtained his medical degree from the McGovern Medical School in Houston. He then went on to complete a 6-year residency in Oral & Maxillofacial Surgery at UTHealth Houston and received a 2-year certificate in general surgery. He is trained in the full scope of Oral & Maxillofacial Surgery. In March 2024, Dr. Balandran became a Diplomate of the American Board of Oral and Maxillofacial Surgeons.
Outside of the office, Dr. Balandran enjoys volunteering with organizations including Texas Mission of Mercy, providing dental care to underserved individuals around Texas, and Uplift Internationale, a nonprofit providing free cleft-lip and palate surgeries to impoverished children in the Philippines. He also enjoys traveling, exploring Houston, and outdoor cooking.

Dr. Chris Midtling

Chris Midtling, DDS, MD
Dr. Chris Midtling was raised in the Twin Cities, Minnesota. He attended the University of Minnesota, where he graduated with distinction with a degree in Biology. Dr. Midtling completed his dental education at Columbia University in New York City, where he was active in student government and received numerous academic awards including the American Association of Oral & Maxillofacial Surgeons Dental Implant Award. After graduation, he attended the University of North Carolina where he began his training in oral and maxillofacial surgery and earned his medical degree from the UNC School of Medicine. He then completed a one-year General Surgery internship at UNC, before relocating to Houston to attend The University of Texas – Health Sciences Center for completion of his OMFS training where he served as Chief resident in the Texas Medical Center.
Dr. Midtling was captivated by maxillofacial surgery at a young age, recognizing the unique ability to offer a life-changing impact on patients’ lives. His educational pursuits have extensively trained him for the full scope of his specialty, with an emphasis on jaw reconstruction, facial trauma, wisdom tooth extraction, pediatric surgery, dental implant surgery, grafting procedures and temporomandibular joint (TMJ) surgery. Dr. Midtling is dedicated to excellence in surgery and has authored and contributed to multiple textbook chapters in the field. He is committed to compassionate, personalized care and treats every patient with an individualized perspective.
Dr. Midtling practices at Northwest Oral & Maxillofacial Surgery’s Spring and Woodlands offices. He and his wife Jackie reside in Magnolia with their daughter.
